「人權觀察」（Human Rights Watch）組織表示，中國大陸有超過200萬藏人因政府資助計畫而被迫改建房舍或遷居，破壞藏人的傳統文化與農村生活方式。

人權觀察大陸區主任李察遜（Sophie Richardson）說：「在大規模改建與遷居的政策下，西藏農村人口遭重塑的規模與速度，在後毛澤東時代前所未有。」

李察遜說：「這項政策激烈改變他們生活方式，藏人卻完全沒有置喙的餘地。」

這份報告名為「『他們說我們應該心存感激』：中國大陸西藏地區大規模改建與遷居」（'They Say We Should Be Grateful': Mass Rehousing and Relocation in Tibetan Areas of China）。

報告援引中國大陸官方數據，指出「在2006年至2012年間，有200萬人搬到新屋或者重建自己的房屋」。報告說，受到影響的人數超過西藏自治區「總人口2/3」。
