消基會：eTag外 還有2種選擇

高速公路「計程收費」預計9月上路，但您知道其實如果不裝eTag，也還有其他的收費方式嗎?消費者文教基金會今天(28號)召開記者會，表示「計程收費」方式，其實除了eTag，還包括其他兩種，但高公局及遠通電收只大力宣導eTag，不僅讓用路人誤解，甚至還有強迫綁架OBU使用者之嫌。

消基會副秘書長林宗男高分貝抨擊，高公局及遠通電收大力宣導、鼓勵民眾安裝eTag，好像不裝就無法開上高速公路一般，但事實上，除了安裝eTag外，其實民眾還可以使用「預付登記、影像收費（VTP）」及「未申裝且未預付、登記採過站後繳費」兩種方式。

但高公局與遠通電收不僅缺乏宣導，這兩種收費方式的成本由誰負擔？「預付登記、影像收費」若影像不清、「未申裝且未預付登記、採過站後繳費」若繳費通知未收到，消費者的權益該如何自保？這些細節，全民都不清楚！消基會表示，目前還有43萬台舊款OBU使用者，尚未退OBU價金，而這些用戶若不在9月前先轉為eTag用戶，當初購機的680元到1190元將完全不能退還，也就是OBU不能直接退現金，只能轉為eTag儲值金。消基會認為，OBU退費和是否轉用eTag是兩件不同的事情，高公局及遠通電收不應為了讓eTag使用率增加，而以「轉用eTag儲值金」的方式，來綁架OBU使用者，而且還讓消費者誤以為只有eTag一種繳費方式。
