馬政府舉辦「行政院各部會」節能大賽，100年度省水省電省油大戰，結果前三名是公平會、人事處、外交部，倒數最後幾名是交通部，而標榜節能的環保署，竟然也是「吊車尾」！交通部被查出省電、省油效果不彰，有人認為是公務車派車量大，怠速耗油，不過交通部解釋，是附屬機關24小時開空調，像是航站、機場，才拖垮他們。

日頭赤炎炎，才7月初，幾乎天天破36度，公家機關天天開空調，但要怎麼「節能」？才能在「省水省電省油戰」中脫穎而出，外交部有撇步。

外交部總務司人員：「這是我們雨水回收系統的水。」記者：「雨水要收集很久嗎？」外交部總務司人員：「不會耶，最近常有雷陣雨，一下就收集到了。」

拿雨水回收澆花，省了好多水，根據100年度行政院各部會「省水省電省油」評比大作戰，第一名、小機關公平會，第二名、人事局，第三名、外交部，諷刺的是，標榜節能的環保署，落到22名，倒數第五名是交通部，前進交通部大樓，溫度控制25度，比公家機關限定26到28度，低了一點點，電沒省到，那麼油呢？

怠速當然耗油，100年時還沒針對「怠速開罰」，交通部派車被指像這樣怠速，節能分數當然吊車尾，交通部私下解釋，是附屬機關拖垮他們，像機場、航站，得24小時開空調，評比倒數機關，原本能源局說設定要「扣考績」，但最終也沒實施！馬政府下令拚「節能」，炎酷夏天又來到，各部會省水省電要想絕招。
