遏阻不肖業者汙染　立委修法加重罰鍰

【蘇聖怡／台北報導】日月光排放廢水汙染後勁溪引發各界震驚，而相關汙染事件一再發生，卻無法有效遏止，因此國民黨立委丁守中提出《工廠管理輔導法》修正草案，增定重大污染可處負責人6至60萬元罰鍰，但其所得利益超過罰鍰最高金額時，得處該工廠上一會計年度營收總額百分之十以下的罰鍰。
 
此外，修正草案也明定，違法工廠若無法回復原狀，行政機關可裁處懲罰性賠償，避免回復環境的金額由全民買單。
