墨西哥國會已經通過一項引起爭議的石油、天然氣法案，準備將國營的石油產業開供外資參與。根據法案，民營油氣公司可與墨西哥國油攜手開發石油與天然氣，交換一定比例的利潤。（英國廣播公司13日電）
