抑工業區土地炒作 央行祭三招

為抑制工業區土地炒作，中央銀行今天邀請台灣銀行等八家銀行開會，瞭解工業區抵押貸款情形，並提出三大原則，要求銀行落實風險控管，未來銀行辦理相關抵押貸款業務將趨嚴。（黃悅嬌報導）

央行控管銀行對特定地區第二戶及豪宅授信，現在又盯上工業區土地。

央行表示，現行不動產授信針對性審慎措施，未將工業區土地抵押貸款納入管制，主要是為避免影響有實質建廠需求廠商的資金調度；但因102年1至10月工業區土地抵押貸款撥款金額較101年度大幅成長50%，且工業區土地價格102年3月較101年9月上漲4.17%，漲幅超過住宅區及商業區，為促請銀行審慎辦理工業區土地抵押貸款業務，央行邀請台銀等八家銀行開會，瞭解此類貸款辦理情形，並敦促銀行落實三大風險控管事項：

一、宜請借款人檢附興建或開發計畫及相關財務資料，證明抵押土地確依借款人計畫使用，由承貸行核實評估。

二、宜請借款人切結抵押土地於一定期間內動工興建或開發；違反切結事項者，承貸行宜逐步收回貸款並提高貸款利率。

三、撥款後宜切實辦理貸放後覆審工作，落實借款人承諾事項。
