入TPP及推示範區　馬英九：攸關台灣生死

【晏明強／台北報導】國民黨中常會下午安排將出任國家發展委員會主委的經建會主委管中閔進行「自由經濟示範區政策說明」報告。兼任黨主席的馬英九總統聽完報告後表示，台灣若能在國內能大力推動自由示範區，而對外則大力推動加入TPP及RCEP相信整個對外經貿環境是可以改善的，而「這個對外經貿政策是正確的」，馬強調，「這是攸關台灣生死的國際經濟策略，一定要貫徹、推動」，才有機會在非常激烈的競爭中找出活路及出路。

馬英九表示，TPP的12國，佔我國對外貿易的36％，RCEP的16國則高達57％，如果我們不加入而被排除時，我國在這些市場佔有率將持續下降，情況就會很嚴重，馬強調，我國對外貿易被FTA涵蓋項目價值比例，雖因ECFA及與新加坡紐西蘭簽署經濟協議，從2008年的0.14％，增加去年到9.65％，但韓國、新加坡仍比我們高出許多，「差距不是普通遠，這是很大的遠」，再不追上去怎麼跟他們競爭？

馬英九說，我國須趕快通過兩岸服貿協議及貨品貿易協議，再設法與TPP、RCEP的個別成員國趕快先簽經濟協議，才能避免在國際競爭中被邊緣化。
