外籍看護納長照 民間團體看法不一

立法院衛環委員會今天初審通過長照服務法草案，至於外籍看護是否納入長照體系，民間團體所抱持看法不一。

家庭照顧者關懷總會支持外籍看護應納入長照體系，但認為聘僱外籍看護不應採雙軌制，而是統一由長照機構來做。秘書長簡璽說，外籍看護要成為長照的正式人力才能給予失能者家庭不間斷的服務，且應完全杜絕私人聘僱，應一併由長照機構訓練後在分派到需要的家庭，以確保外籍看護的照護品質。

老人福利聯盟秘書長吳玉琴則認為，外籍看護是否納入長照法一點意義也沒有，因為長照法不涉及給付，又無法規範外籍看護的勞動條件，且一旦將外籍看護納入長照體系，本勞的長照人力恐更難發展。
