施政報告三度遭杯葛 內閣又白跑

根據「立法院職權行使法」第十六條第一項第二款，「行政院應於每年九月一日以前，將該年一月至六月之施政報告印送全體立法委員，並由行政院院長於九月底前提出報告」。今天為九月最後一次院會，行政院長江宜樺確定趕不及在九月底前進行口頭報告，但究竟書面報告是否算數，或者延後報告等，法律並無明確規定，也無相關罰則。

藍綠陣營各有主張，對於施政報告進行遲遲無法達成共識，江揆與各部會首長今天赴立院，已是第三度白跑一趟。
