國民黨十九全黨中央提案修正黨章第17條，亦即「總統兼黨主席」案。國民黨副主席兼秘書長曾永權詢問在場黨代表是否支持本案，可否同意通過？隨即表示通過，但高雄黨代表李伯融起身大喊反對、要求表決，一度要衝上台，遭國安人員制止。黨中央最後仍執意通過此案。
