立法院外交國防委員會今天邀請國安會、國安局、外交部、國防部、交通部和陸委會專案報告。國安會秘書長袁健生請假，引發民進黨立委不滿。委員會最後通過提案，譴責袁健生藐視國會。

袁健生透過國安會發表聲明表示，國安會已於11月29日以專函專文，向外交國防委員會召委邱議瑩說明，依據憲政體制和慣例，國安會除法律案或預算案，不宜至立法院報告備詢或發表意見，以符體制。

國安會表示，袁健生為表示對立法院的尊重，曾於29日晚間及30上午兩度主動致電邱議瑩，希望能親自說明，但邱議瑩均不予回應，國安會至感遺憾，特此澄清說明。
